At the moment this feature is not possible. This has been discussed over the past few days, and it is primarily a privacy issue.
You can however get an RSS feed of all the traces with a particular tag. For example all the traces that have the tag UK osm.org/traces/tag/UK/rss

You could do something like that using Yahoo Pipes, filtering the GeoRSS feed of uploads by a bounding box, something like the following:

I'm using http://www.itoworld.com to track edits in my town. It comes with rss feeds and nicely colored maps of who edited what in the last few days. Maybe there is an option to get tracks as well?
