Its not that they are using the ref label too much its that the ways are split for no reason, I joined some of the ways where appropriate.
A way should be split for physical changes (bridge, one way, number of lanes), I'd split a way at a county or state border too.

Technically, splitting a way up is valid. It's a rendering issue if you want the route numbers to show up in an aesthetic way.

alexz+1. Ugly rendering is ugly. Don't change the data to make it more beautiful. I had someone down my way remove a car park because they thought that the fact that it was a private car park wasn't evident in the rendering.
