Turn lanes are tagged based off the segment terminating at the node where the turns apply. Further, "none" only works as a turn lane value if "no" is the access value for the same lane.

I'm not sure this is accurate. The US Postal Service generally requires private letterboxes to be adjacent to the road in rural areas, and this looks like the dead center of a pasture. Could you please clarify what is going on here?

I corrected the lane tagging on this. The counts were off by one and none only works for a turn lane value if lane:access for that lane is "no".
