Added one missing block of northbound only one-way S 47th and upgraded outdated tags.

Road names

Added local names and peak nodes for the Forked River Mountains.

There is no evidence or basis for these sidewalks, crossings, and paths to be tagged bicycle=no, especially since this is a roundabout.

Added cycleway:right=track and oneway:bicycle=no to 58th Street because this section of the Greenway is on the roadway and not separate from it.

Roadway types

Contrary to a previous changeset,, "basically impassable" is subjective and seasonal and does not warrant access all=no.

Reverted the PBLs on 17th that are apparently not finished yet. Oops...
