Removed bicycles=designated from two blocks of W Scott because that segment is not yet a bike boulevard.

The Van Buren cycleway should be tagged as a track on Van Buren itself, since it is not a separate feature in real life and is on the same surface as the roadway itself. Until it's repaved or grade-separated, it shouldn't be its own separate geometry.

Updated path types and access based on signage, usage, and width.

Two paths here are not designated or specified for use so I reverted them back to highway=path and removed steps that don't exist IRL. A few other changes to roads' names based on street signs.

Updated the Shepard and 13th sidepaths' access tags to match IRL signage.

Retagged many generic paths and footpaths. If a pathway only connects to sidewalks, it is probably a footpath. If it connects to a road, it's okay to keep a path (which implies bikeable travel). Generic paths assume bikeability. Footpaths do not.

Cleaned up the tags and geometries of two roundabouts.
