Added Local Network Class and Network name to MTB routes so they render at correct zoom levels. Route relations shouldn't be used for both MTB and hiking trails, so more work is needed to re/create hiking route relations, where appropriate.

Greenfield considers S 51st's stripes as bike lanes, though they are missing the bicycle symbols or signs.

Created a local bike route relation for US:WI:Greenfield and added its first member ways, which are on-street connections to/from the Powerline Trail.
