Created bike route relations for the BRSF-S trails that allow bikes. Since Wharton and Byrne's bike route relations set a precedent with route=mtb, and since the paths are so sandy, I went with mtb instead of route=bicycle.

The causeway's foot/bike path is a signed and designated bike route in Stafford Twp but Long Beach Twp has dismount signs. But this dismount tag was forcing the RidewithGPS algorithm to force riders on the causeway roadways - eastbound and westbound.

Created a new signed bike route., I could find no corroborating GIS or PDF maps from Onalaska about city bike routes, so if there are others, they should be combined into this local network relation.

Changed some Batona member ways from highway=path to highway=footway + foot=designated. This consistency will standardize rendering and improve routing, and should keep bikes and motor vehicles off segments that are not also roadways.
