Per 2015 (current) Wharton Motorized Access Plan: I tagged unnamed AND undesignated tracks as paths with motor_vehicle=no, and added =designated to any track roads that ARE designated. I hope this better prepares the map for the forthcoming Plan update.

Based on the cited document from Franklin, the Robinwood Trail, the Victory Creek Trail, and the City of Franklin Bike and Hiking Trail are the only pathways that are considered bikeable and not simply a "walking trail."
