This path is not designated for any type of access but can be helpful for routing bike traffic. Has a curb cut only at the north end.

Since path w405779461 terminates at only one curb cut, and since half is a concrete sidewalk, I split it into a footpath and a sidewalk. Also added bike lane buffers to a few blocks of Villard.

Kassner and Victory are two former roadways that are still signed as streets. I think feature type Living Street with these access tags is the most accurate combination but I'm open to ideas.

Adding to my previous changeset and based on signage and maps, it makes sense to make these segments consistent with the rest of the HAST: which is comprised of general paths/highway=path instead of Cycle and Foot Paths.
