Removed duplicate cycle way from N Avenida Republica de Cuba (14th St)

Added/corrected bike lanes on South Blvd, North Blvd, and Palm Ave, including roundabouts and crossings.

Corrected Davis Blvd bike lanes NB and SB.

Drew a large missing segment of the Green Spine two-way cycle-track, added crossings and surface tags, but many crossings remain to be added, especially downtown.

Hales Corners neighborhoods' boundaries and tags, plus Boerhner and Potter's Forest paths.

Reverting/correcting roads which I thought were private when in fact they are not. Oops!

This important cycle path was previously connected to a service road wrongly tagged as private (it's a hotel's parking aisle). This prevented proper bike routing.

These two blocks of Lemon St were drawn in the opposite direction than the others, so I reversed the lines to ensure the bike lanes render on the correct side. Hopefully I didn't break the RRTA Route 1 route.

I removed the Christian Street Bike Boulevard route relation since there actually are not green Bike Route signs. But each segment is tagged cyclestreet=yes. Some blocks have houses and garages, so they are highway=residential AND service=alley.
