Updated and corrected aspects of the Christian St Bike Boulevard

Added the new parking-protected bike lanes and sharrows to Lemon St and Buchanan, and made changes to the proposed Water St bike boulevard to prevent it from rendering (since it doesn't exist yet).

Reverted all unspecified/undesignated cycle and/or foot paths back to general paths, added surfaces, connections, and crossings.

Corrected path types: general paths for multi-use, footpaths for foot-only traffic. More changesets to come, as I connect unconnected paths and redraw hastily drawn GPS traces.

Connected a path, removed paths that don't exist, moved building polygons to footprints (not roofs) and removed a non-existent tunnel on a service road.

Aligned Kissel Hill Road to imagery, and disconnected large swathes of landuse boundaries from roadways. PLEASE DO NOT snap landuse to transportation features!
