Updates to bike lanes, bike paths, foot paths. and crossings.

Updates and corrections to Haven bike path. Haven Ave needs to be split into a boulevard. Many numbered side streets still need tags for shared bike lanes. Other avenues need standard bike lanes.

Added bike lanes to Devin, removed incorrect cycle paths, added Devin to the Cardiff relation because it's signed

These pathways are not designated for bikes, they are unspecified. Also added a missing Greenway relation member. Also unsnapped paths from other geometry. Please don't snap transportation features to landuse features!
