Though I'll be happy to be proven otherwise. |

The shoplots are more likely to receive more traffic than, say, other nearby residential buildings. Logically it's not a residential highway (highway=residential - some would rather make tagging "consistent" across but in reality, it's something else). Considering its physical attributes, it's wider than the actual service highway, opposite from said a row of shoplots from imagery. |
