Well, as an IT guy I interpreted that every hierarchy step should be separated by :. Apparently that interpretation was incorrect. I just submitted changeset where access:foot is changed to just foot.

Change was made almost 14 years ago. At that time Key:foot documentation said "see Key:access=*". osm.wiki/w/index.php?title=Key:foot&oldid=193470

I went through this gate on monday. There is a notice on this gate stating that no transport (except special) is allowed in the teritory of this cemeterry. Hence access=no. On the other hand, it's one of two main entrances for people on foot (wide enough for just one at a time).

So the question is will foot=yes override access=no? And, why Key:foot is preffered over access:foot=yes?
