Why wouldn't an accuracy higher than 10 cm be allowed? You've simplified buildings in the Netherlands that were imported from the BAG register. These building can have a higher accuracy.

Network relations are quite common to group route relations take make up a network. Examples are the E-road network, Flemish cycle highway network, several network node (knooppunten/points-nœuds) networks and motorway networks.

Whether the ring roads (all Belgian R-roads) form a network, comparable to the A- and N-roads that clearly do, is indeed debatable due to the lack of coherence. Although the numbering and signage are consistent over the country, so it can be seen as a similar case as A- and N-roads.

The "relations are not categories" issue is normally raised for different situations, like grouping of a certain elements (e.g. bus stops, footways) in a certain area.

Advantages of network relations are:
- Easy navigation between route relations, without the need for slow and use-restricted tools like Overpass Turbo.
- The ability to have an ordered list.
- A clear view of missing route relations.

I've restored the cycleway tagging. The previous cycleway=lane was correct. There are cycle lanes, not cycle tracks.
