The Río de la Plata is one of the rivers that separates (there are dry and wet borders formed by other rivers) Argentina and Uruguay under a shared water-use treaty. In OpenStreetMap, it is currently represented by relation 3474227 (a type=multipolygon relation that is dual-tagged as both a place=sea and a water=river) and relation 3347405 (a type=waterway relation that is tagged as a waterway=river).
