IMO, it is unlikely that this section is permanently closed for 2 months. More likely the park attendants close it for a few days at a time, according to the water level.
If this is the case, it should not be mapped:
osm.wiki/Good_practice#Don.27t_map_temporary_events_and_temporary_features

Temporary changes are not encouraged for mapping in OSM.
If you decide to map them, please take ownership on restoring the correct mapping when the temporary change is no longer relevant.

I've sorry I missed the fact that the gate was part of a way when it was mapped.

See my comment at changeset/90151431 - the changeset where the way was deleted.

Please note that if a website, such as Israel Hiking Map, does create bike routes on way with a sac_scale tag it is an issue with the site, not with the tagging on OSM.

The tagging needs to be removed or modified only if it is not correct according to the tag documentation in the OSM wiki.
In our case, it's sac_scale=*

This section of Kibootz Galuiot is tagged as a highway=footway with motor_vehicle=yes.

This is a very unusual combination.
Please consider using highway=living_street : "רחוב הולנדי" - Residential road where there is no sidewalk or other separation between pedestrians and vehicles.
