This ref tag was added in order to fill a gap in ref tag data along this highway. There is no ground footage of ref signage here, but this ref tag has been present on adjacent segments since about 2018. Do you have any resources suggesting the tag is incorrect?

Veo que eliminó algunas de las etiquetas de ref de las secciones de la Ruta Nacional 25 en Barranquilla (way/407728001, way/227444306, way/378758219, way/375277092, way/401013965), creando etiquetas de ref inconsistentes a lo largo de la carretera.

The source you cite does not show ref information and the state highway map https://www.putevi-srbije.rs/images/pdf/referentni-sistem/Karta_drzavnih_puteva.pdf disagrees with your edit, showing that highway 100 runs through the center of Stari Žednik. I am going to reapply ref=100 to way/875413258. If you have any source of information indicating that this ref is incorrect, please let me know. Thank you.

I saw car traffic on this road in a 2020 Mapillary image https://www.mapillary.com/map/im/C82crLMmlG6n2QTwWmnTAg so I felt it was reasonable to mark this as a service road. However, I have no local knowledge. If you feel this way would be better marked as a cycleway or footway, I have no objection to you making that edit.
