I added a response to the other edit clarifying the decision.

I previously read through through the documentation and considered both of these options.

The =permit tag does not apply here as it's defined by a permit that is "routinely granted to everyone requesting it", and there was no indication that access was allowed for anyone other than people affiliated with the college.

In the documentation there doesn't appear to be any indication of =customers being used for college campuses, and it's centered around whether or not a person is willing to pay. The description also mentions that membership clubs are generally tagged as =private.

In both cases the most applicable tag appears to be =private. What other information would you suggest checking to determine the correct tag for this area?

Could you share where there may be discussion or consensus somewhere on how to apply these tags for college campuses of this type?
