According to Texas gov data found here: https://data.austintexas.gov/Locations-and-Maps/Street-Centerline. It looks like some major construction is about to take place. This area may become a new housing development. However, there is no aerial imagery to support this assumption. I am dropping this map note so when newer imagery is released this construction can be added. Thank you mappers :)
