fixing some tags on AT. Also, removed duplicate way where AT and BMT coincided. Changed name to reflect. Added to AT georgia relation to keep that relation correct.

Removed some TIGER imported sections of the AT that aren't there, or duplicated by the ATC import. The ATC imported trail is mostly right, (in Georgia) excepting a couple of relocations.
