Corrected wrong name from Piccoinelli to Piccinelli

Moved FabLab Castelfranco Veneto to its new location.

Added access=no to closed parts of the road (because of long term road construction works). Routing should consider this long term interruption and consider other roads. I also added check_date:access with the date I last checked the access to the roads.

Added highway smoothness as the surface is degraded and has some holes.

Moved pharmacy node to the new location and added details with tags.

Fixed other wrong highways names, fixed coarse highways, created secondary links and added turning restrictions.

Wrong highway names all around here (it was a mess). Fixed names (maybe some more are left, I'll check again later) and fixed more coarse highways
