What sources are using for these edits as your US locale suggests you are not UK based and seem to be adding a lot of tourist accommodation.

This appears to be a single apartment within a large building, the entire building, not the entire building and is unlikely to be verifiable so therefore doesn't belong in OSM.

Beyond a translation, which we do not do, what on the ground evidence is there of this and other roads in the area having Welsh names? Streetside shows only English names so unfortunately there should only be English names in OSM.

What guided you to this changeset, was it some sort of report or do you have a query which targets certain words?

As a bare minimum Evan deserved at least the courtesy of a changeset comment explaining what you think is wrong before a revert.

Foot=permissive is very unlikey for these urban paths, they should be foot=yes.

There is no need for motor vehicle or horse tags on a footway.
