Improve existing STO trail route and sidewalks, roads. Add STO currently being constructed on the Noll Road corridor

Move connections from cycleway to road to the separated lanes, so it doesn't end up routed on like a crossing.

This is not a public path. It's a private service road, for access to the power lines. It's clearly used as a public path, and there are no signs indicating it's private. But on both ends there are gates you have to climb across.
