Cut a hole in the wood for the stormwater pond

Add the section of the Lost Valley Trail as it appears in the road closure announcement for Eagle Harbor Drive at Head of the Bay. I am INCLUDING the road segments, because COBI does.

Fix the conditional access. Walk/Bike/Roll will be able to use a "temporary pedestrian gangway". So it's just motor_vehicle and horse that are restricted. I'm *assuming* COBI doesn't want horses on the pedestrian gangway.

Add conditional access for vehicles and horses during the closure from 16 July through "early October".
