Update name of Surf Scoter Lane Northeast

Add the delineator kerb between the two sides of 305. There's a bumpy bit instead at the Agatewood junction, which I assume is for emergency vehicles to make the turn rather than having to use the roundabout

Update 350 between the roundabouts. It's now a dual carriageway. As are roads connected to each roundabouts. I've concentrated on the logical connections. The geographical layout is a mess. Bus route relations along this route are also a mess.
