I know that they made the road to Dermenkaya wider and with better gravel surface a while ago, but can attest to just the road between the pass and the Arch of Freedom always being accessible by car. No signs or barriers saying otherwise. I think I'll change just the paved part and leave the part to Dermenkaya as is.
