To get the + symbol on a mobile device numeric keypad I reckon you will need to do a LONG press on the zero.

For freecall numbers that work whilst overseas (ie 13 13 13) use +61 XX XX XX as per the wiki guidelines osm.wiki/Australian_Tagging_Guidelines/Australian_features .

Tertiary roads are usually through roads and feeders to other areas, The tagging guidelines can be helpful for this - osm.wiki/Australian_Tagging_Guidelines/Roads I have updated the road.
