For freecall numbers that work whilst overseas (ie 13 13 13) use +61 XX XX XX as per the wiki guidelines osm.wiki/Australian_Tagging_Guidelines/Australian_features#Phone_Numbers
To get the + symbol on a mobile device numeric keypad you may need to do a LONG press on the zero.

Its common practice to add spaces in the phone numbers for readability. This is easy to do in GoMap! osm.wiki/Australian_Tagging_Guidelines/Australian_features#Phone_Numbers
