Hi. This looks like a mistake. It's unlikely that a secondary road will become a primary road with a different name for such a short stretch.
What was your intention with this edit? I can help you fix it.

Hi. This is a great, detailed addition to OSM, so thanks. The only thing is, the name tag should only be used for the name of the thing. The address info should be put into other tags. I've just separated this name tag into different tags so you can see how I've done it.

Hi, zbb42. Thanks for your contribution to OSM. However, there are a few problems with the way you've deleted this node.
1) I don't know exactly what Dianping's copyright policy is, but I do know that their database copyright belongs to them and OSM would need to receive explicit permission from them to use their website as a source for mapping.
2) Dianping might be incomplete, or the way they write the name might differ from the way this mapper has written it. I've used Dianping before and I know they write English names in weird ways sometimes. Therefore, even if we were allowed to use it as a source, I wouldn't delete somebody's POI based on a quick search in Dianping. We should assume our fellow mapper has visited that location and that the POI exists, unless you also visit the location and discover it doesn't exist.

I will add the POI back in to OSM, but feel free to delete it if you survey it yourself.

I'd say it's a school. It's for students up to the age of 18 and is roughly equivalent to what you'd call "high school" in many other countries.
This page on the Wiki says UK colleges should be tagged as school: amenity=college

Perhaps you can also use the following tags to clarify what kind of school it is:
isced:level=*
min_age=*
max_age=*

A college is a school in the UK. A college is only a university in the US.
