Cleanup from my previous revert that restored sidewalks in Newton Booth

Reverting deletion of sidewalks that were partially redrawn by another user - street-level imagery from the last 6 months, plus aerials, plus local knowledge all say there are sidewalks there.

Added sidewalks and crossings near Newton Booth. Removed segment of sidewalk in preparation to restore deletions in a following changeset.

Downgrading 26th street from tertiary to residential. It basically never has right of way, even when intersecting with other residential streets. Not tertiary behavior. There are segments where it makes sense, but not on the whole, and it'd beg a check of
