Fixing incorrect left turn restriction from Castro Street into refinery in complex junction.

Merged intersection at Golden Gate and Contra Costa to more accurately reflect ground conditions

Addition of traffic signals on Castro at Frontage Road. The signal without directions on it only faces south to control traffic and pedestrians - it's one intersection with the signal to the left.

Adding lane splits and connectivity requirements in addition to prior turn restrictions to make this set of intersections less confusing. First time using JOSM (instead of iD), so hope someone can review.

Lane number updates on tewksbury and castro street to facilitate lane mappings.

Adding time-based turn restrictions at Castro and Tewksbury - in the mornings, only right turns from Tewksbury onto Castro toward 580 are allowed. Unsure why it modified transit routes.

Updating S. Garrard Bike Lane - it is now a protected lane (bollards and concrete curbs) on the right side of the line. Lanes were also reduced. I avoided modifying any relations with other items (such as the Bay Trail), but would like that part reviewed.

Adding in new protected bike lane - lane is in-street (and bidirectional), but protected from traffic by bollards, then parking lane. I *think* I tagged this correctly, but would appreciate a check.

Changed lanes and lane-based turns to reflect on-the-ground requirements. These lanes are constantly confusing for visitors, so hoping better data can help. Based on local knowledge (live in neighborhood) and aerials.
