Clean up Hart Road, correct some turn restrictions

Fix road type of Union Street and straighten up. Add traffic signals nearby.

Fix some missing `official_ref=*`s, and the street signs for Old Bristol Road/Green Street/Green Heights were finally fixed.

Map the Sky's Way neighborhood. House are only partially mapped due to just not being interested in adding them all...
