More tagging and topology fixing after somebody's import

Import a MadMappers data tile north of Kismaayo, fix lots of topology and tagging errors in the town and elsewhere, most resulting from other imports.

Fix some tagging and topology errors near Kismaayo in preparation for the import of the neighbouring MadMappers tile. Still lots of errors left unfortunately, and annoying I've fixed all of them before but couldn't upload due to conflicts

Revert erroneous deletion in #8304749, place still exists, checked today.
