Per the wiki, "Tagging a way with highway=cycleway implies that the route is designated for bicycles." This seems like a slightly wider sidewalk meant to accommodate bikes but not necessarily designed for bikes. |

For cyclecways and other details I use either the images collected with the go pro or observations when I'm driving around (I'm in the area a lot). |
