Removing Wikidata tag referring to greater Headington from Old Headington

On second thoughts to previous change, reclassifying subsections of Headington as their own suburbs for consistency with other mappers across Oxford. Moved Old Headington "locality" into suburb node.

Added sections of Headington (Old and New Headington) which are well known neighbourhoods, and moved Quarry to reflect its historic core/the place people think as Quarry. Changed to neighbourhood as is effectively part of larger suburb of Headington

Improved geometry around St Leonard's Road - the Bing aerial imagery here is at a high angle so I also used ESRI and GPX traces to try and get the house placement as accurate as possible

Improved geometry around Burrows Close and the surrounding roads. I would rather remove these fences as I feel they are excessive detail, but I do not want to undo someone elses work on an open issue, so I have improved the geometry of them for now

Removed fence that, based on survey, oversimplifies the complex arrangement of property boundaries around this area. Many are walls, many are open, some are fences, some are bushes, but all driveways are accessible and this barrier hides that fact
