As for the 'ref:penndot' tag, this was from the early time of working with it (this changeset is 5 years old...), and I just moved it over from the normal 'ref' and didn't change it to 'SR' obviously since I might not have been paying attention. No need to complain about it. You edited the ways yourself 5 months ago & possibly could have fixed it then. I was also the one that originally came up with the 'ref:penndot' tag for the quadrant routes. |

The only moments that are open (till Spring 2022) are I-79 NB -> PA-576 WB & PA-576 EB -> I-79 SB. Plus changed the turn lane info that was correct at the intersection of SB McKnight & the southern entrance into North Hills Village Mall. There are 'No Right Turn' signs there, and have been as long as I can remember. Fixed in changeset/112176049 |

They were in the progress of replacing the bridge after a truck hit damaged it (& it just reopened today). They should have been tagged as either 'access=no' or 'highway=construction' instead. As far as I know, WVDOT allows bicycles thru that interchange along WV-16. When you upgrade to a motorway, by default, a motorway tag blocks all foot/bicycle traffic without special tags saying it's allowed. I've redowngraded the WV-16 to Trunk. |

Thus, they aren't considered at-grade intersections. |
