Without local knowledge I cannot determine if the building is entirely used for sanitary purposes or if the tag just represents a toilet in a building.

The new builds appear to be visible in the Bing, ESRI and Maxar imagery which is available i the Id editor. Just beware that the imagery mat itself be offset, not sure how to correct for that in Id, easy in JOSM

There is no need to add a node as well as the building way - this has resulted in two objects for the entity. Rather just add any tags that were missing to the existing way.
