These 3 rectangles appear to be on top of the parking lot, are they covered parking or something else?

In 2021-2023, the city purchased this parcel and installed a park to improve traffic visibility. As of Nov. 2024, the park is closed for construction again. Not sure if the park should be added now, or only once the park opens again.
