Updated some tags for Hayward High: address, operator, alignment with Hayward city/Fairview boundary

Added more homes and property areas to the south side of East Avenue. Adjusted some of the property areas to Beckham Lane / Way to match the property lines of the furthest west properties on East Avenue included in this upload.
