more alignment near 17 business based on bing aerials

attempt some more cleaning up of 17 business. hesitant to add connections where i dont know that they are possible (this is kindof a difficult/ugly road to use!)

add a frontage type road along 17 business as well as some access links. i really dont havea clue how to map these properly

update name of railway

use tracks=2 instead of two ways to simplify maintenence (i'm the only one who has touched this railway i believe)

align recently simplified way to bing aerials

simplify ways, set ref tags, delete redundant tags and create relation for RT 14

simplify a bit of Route 14 and update tags to make sure ref tag is set correctly and delete redundant tiger tags

update another road based on bing aerials and change intersection as it has been changed on the ground

do some more alignment of what seems like funny tiger data based on bing aerials. not sure if some features were previously drawn based on offset aerials? gps data seems to verify my alignment

im no expert on this area but i think dart hill road could perhaps be tertiary. also tried to clean up some tiger ways by bing aerials

update rest stops (at least the north bound of which is closed) on I89 in Randolph

add exit 4 to i_89 in VT

add ref tags to motorway_link ways per the exit info wiki page

add exit 8 off I89 in VT.

add exit 2 on i89 in VT

add motorway_junction tags

add exit 1 off I89 NB

update name tags on VT 113 and 244 relations

add name tag to route 66 relation
