update I93 bridge over CT river and islands to remove unneccessary tags now that these are now part of multipolygon relation.

add outer and inner members of new multipolygon relation.

update Mary White Road to be closer to reality, as i remember it at least.

clean up more ugly tiger data, including deleting a way which doesn't exist, moving another way based on Bing aerials and simplifying whitney hill road.

doesn't really make sense to have a highway=service being the only way to access a highway=residential
