Is this a two way street?

I see untraced path/track in Bing imagery here. Not sure what tag to use so I am adding this note.

'access=no' is tagged to this way while some vehicles are easily visible on the bing satellite imagery. There is construction site just after the traffic signal which might be the one with 'access=no' due to the construction going on. Will any one please verify that the access restriction on this way exists or not?
