To rename the Strada Statale, contacting the mailing list would be the first step. If possible, who set the current name should be involved. I am not interested in that.

I use the address the POI advertises for itself, because in practice the POI tags will be used for contact (send a raccomandata / formal paper letter of legal recognition) or web searching, but I wouldn't expect it impacts routing.
