At best, it is some difficult terrain cleared of plants.

Unable to answer "Does this crosswalk have tactile paving on both sides?" for node/10592923114 via StreetComplete 51.1:

Hier ist die (für Dresden typische) Ausführung mit Steinpflaster, die aber nicht so "offiziell" wie auf den Beispielbildern aussieht. Trotzdem ist eigentlich ziemlich eindeutig, dass es sich um eine Leithilfe handeln soll. Wie also taggen? Das Wiki schlägt noch den Wert "primitive" für zufälligerweise nutzbare taktile Hinweise vor, aber das stimmt ja im Prinzip auch nicht.
