The osm needs to have the current name so I will go ahead and revert your edits to reflect the real name. Please take your cause to the ACT government to effect the change you desire. The osm is an operational map and it’s function relies on us mapping the current real world state.

The licence conditions at https://www.acma.gov.au/radiocomms-licence-data would seem to me to be unsuitable without getting explicit permission to use in the OSM.
I am not legal qualified to decide.
Probably the best course of action if you want to get it into the osm is to contact the osm data working group via [email protected] or start a new enquiry about it’s suitability and the process to add it on our community help site https://community.openstreetmap.org/

Can you check the name in person as it seems to me that part of this street is called Donaldson and part is Frazer.

The Warringah Mall one seems to be corrected added. Maybe copy that method for the Rouse Hill shop.
