I think we agree. Kingston (relation/6577227) and Saint Andrew (relation/6577862) are parishes. But "Kingston and Saint Andrew Corporation" (relation/319355) can't also be a parish because it's "just" both combined.

Der Node Pankow wurde von borough auf municipality geändert obwohl die Relation Pankow ein place=Neukölln ist (so wie z.B. auch Neukölln). Dadurch glaubt Nominatim Pankow sei Berlin übergeordnet statt ein Teil von Berlin.
