Answer: It is definitely not implied. The reason why this tag building:part=no NEEDs to be added with the building=yes is for the object actually to be rendered like here: https://osmbuildings.org/?lat=43.85171&lon=19.84253&zoom=16.0&tilt=30 and here: https://demo.f4map.com/#lat=43.8533517&lon=19.8545375&zoom=17
All building:part=yes tags must be within an outline of a tag building=yes & building:part=no together with eachother because this second tag building:part=no is the one that defines the hall structure of a building and allows it to render because it excludes outline of a building as a part of a building. So when this tag was removed the hall building loose its value and couldn't render anymore on any map. So it is a good thing that this changeset was reverted in order to bring back good render.

Pozdrav Aleksa, hvala na kontaktiranju i sugestiji kao i na tvom doprinosu da učiniš OSM mapu boljom i funkcionalnijom. Što se tiče predloga koji si dao, predlažemo ti da detaljno pročitaš i istražiš tagove koje smo koristili prilikom obeležavanja zdravstvenih ustanova koje pripadaju državnoj upravi Republike Srbije. Postoji terminologija tagova koje smo koristili:
1. office=government (osm.wiki/Tag%3Aoffice%3Dgovernment),
2. government=healthcare (government=healthcare?uselang=sr),
3. healthcare=clinic (healthcare=clinic).
- Tag office=government; Koristi se za označavanje vladinih kancelarija (nad)nacionalne, regionalne ili lokalne vladine agencije ili odeljenja. U ovim kancelarijama, osoblje radi direktno za vladu i obavlja zadatke upravljanja objektima, vođenje registara, regulisanje zemljišta i/ili ljudi, itd... Kao što Wiki stranica navodi svaka državna institucija treba da sadrži ovaj tag: government (government=*?uselang=sr).
- Tag government=healthcare; Označava da se radi o kancelariji Ministarstva zdravlja, odnosno da je deo tog ministarstva gde postoje i kancelarijski prostori u kojima se vodi državna administracija: Ministarstvo zdravlja republike Srbije (https://www.zdravlje.gov.rs/tekst/333549/zdravstvene-ustanove.php). Domovi zdravlja podpadaju pod Ministarstvo zdravlja, a tag koji si poslao government:ministry upravo govori da se ne koristi taj tag govrnment:ministry, mi smo koristili government:healthcare tag.
- Tag healthcare=clinic; Koristi se u kombinciji sa amenity=clinic iz razloga što će u određenom trenutku amenity tag zastareti i izaći iz upotrebe a tag healhcare=clinic postaje primaran tag za ovu vrstu objekata. Više informacija o tim aktuelnostima možeš pogledati ovde:
healthcare (healthcare=*) i
proposed features/healthcare (osm.wiki/w/index.php?oldid=589962).

Hi Emilius123, thank you for contacting me. When creating outdoor seating u can create it as an area or every table individually. Since I'm so detailed I like to draw everything I see.

Concerning footways, I simply draw all logical passenger walking trails. Since I'm an architect I can easily assume the one creating urban area what was his main ways when making a square concept, and I draw them according to that.

Poštovanje Vanja, hvala na pisanju. Postoje dva noda, jer koliko znam postoje dve odvojene zone za kampere, jedan deo je za one sa prikolicom, a drugi za one sa šatorom, zato i postoje dva noda propisano obeležena.

Warin61, thank you for bringing this up, but this edit is nine months old. We no longer use this source, and please double-check if there's no source on LPI. Maybe it's left of the very old presets. I honestly do not remember that I was using six. However, we are primarily involved in editing Venezuela and Peru now. Our team has no activities in AU for a while, except if we get some specific DSAT.

Pozdrav Vanja, da, došlo je do preloma relacije, u delu gde je ulica iz servisnog puta pretvorena u pešačku i na mestu gde su nekada postojala dva kraka koja ulaze u tu ulicu, sada je jedan. Greška je ispravljena, relacija je sada potpuna, hvala na ukazanom problemu.

We were using MRWA-514 (MRWA - Main Roads Western Australia which is available at data.wa.gov.au) official government source for naming the streets in combination with internal signals in that time. This source is also listed as gov source at the OSM Wiki AU catalog page (osm.wiki/Australian_data_catalogue) and it is marked as a source with the waiver.

As you confirmed, it was 2 years ago, and in that time, we made a change only if we could confirm the name at two sources (it can be internal signal, or any of open street side imagery providers - Mapillary or OSC).

Also we were paying attention if local editors made the change, we would skip it or contact them.

Anyway, sometimes mistakes may happen (outdated data, for example), so please make a change whenever it is necessary.
