shop=fur ? Is it intentional that shop=clothes clothes=fur was not used? Such cascading tags have some benefits - for start, it is possible to have some general distiction/category/filtering without supporting 10 000 top level shop values.

Obviously, maybe other clothes= subtag would fit better.

Having separate top level shop values for every single thing seems to not be optimal.
