We want things to be verifiable on the ground. "others can go there and see for themselves if your data is correct" Should your project once turn into construction work, you can map it as railway under construction (because then someone else can go there and see that a railway is being constructed there). Before that, it is not something real. It is a common mistake of beginners to map historical features or fictional future features (often things we wish would be there, but aren't). |

In OSM, we do not map separate traffic lanes if they are not physically separated. Likewise, we do not map foot and cycle tracks separately, if there is not physical separation.
